The  49th annual Professional Development Conference (PDC) to be held at the Renaissance Philadelphia Hotel Airport (formally the Radisson Airport Hotel) 500 Stevens Drive, Lester, Pennsylvania on Friday, May 11, 2007.  We once again have a wide variety of workshops to select from to earn 8 CPE credits.  For only $100 for members and $150 for non-members, it's one of the better CPE bargains around.  Fee includes luncheon. 

Depending on the workshops you attend, you will qualify for CPE hours in Taxation, Accounting/ Auditing, or Professional Development.  The State Boards of Pennsylvania (sponsor number PX-000052-L) and New Jersey (sponsor number 20CE00054700) have granted us approval as program sponsors to assign continuing professional education credits.  No prerequisites or advance preparation is required.  Level of knowledge is core.  Teaching method is lecture and group discussion.  The program level is overview.  For record keeping and administrative purposes, the Philadelphia Chapter, Association of Government Accountants, serves as the program sponsor.

Topic: Labor Racketeering and Workers Compensation Fraud - The presentation will discuss the duties and responsibilities of the IG’s Office.  It will provide an overview of current trends and fraud indicators in Labor Racketeering and Workers Compensation Fraud Investigations.

Topic:  The Role of the Auditor in Federal Securities Regulation - This course will generally examine an auditor’s obligations under Generally Accepted Auditing Standards, federal securities statutes and SEC rules and regulations when auditing federal securities.  It will also compare certain auditing obligations under federal securities regulation with government auditor obligations.

Topic: : Linking Sarbanes-Oxley and Business Continuity Planning (BCP) -  BCP is a discipline subject to audit under Sarbanes-Oxley for publicly traded companies and under GASB-34 and Federal regulations for various government and financial institutions..  In case of disasters, BCP is critical to maintain operations.  Furthermore, the “customers” are more in need of your services at time of a regional disaster.  This session will cover terminology, solutions, and an actual checklist to conduct a BCP audit.

Topic: The Tax Gap and Its Impact on Tax Administration – Learn the IRS analysis of the Tax Gap of over $300 billion (difference between what taxpayers should pay and amount actually paid), legislative proposals being considered, and IRS administration of the Bank Secrecy Act in the areas of Foreign Bank Account Reporting and cash payments over $10,000 received by businesses.

Topic:  Employee vs. Independent Contractor - Take an in-depth look at factors IRS considers when determining if a worker should be properly classified as employee or independent contractor.  Materials from IRS training manuals and Audit Technique Guides will be discussed along with “common law” rules, statutory employees, & safe harbor relief that may be available for misclassifications.

Topic: Executive Compensation Basics -  Topic: Executive Compensation Basics – The “how to” of market pricing executives will be explained including generally accepted compensation practices, the role of the FAR in determining reasonable compensation levels, and the use of compensation surveys.  The WorldatWork certification process will be reviewed along with current trends and the impact of FAS 123(R)

Topic: Employee Benefits Security Administration (ESBA) - This discussion will focus on the U.S. DoL’s EBSA’s general responsibilities towards taxpayers in the private sector, strategies used to enforce various civil and criminal laws under EBSA’s purview, and an overview of EBSA’s Philadelphia Regional Office.
